The Offices

The Council operates in a number of locations with the main offices based at the Civic Centre in Paris Street.

General Conditions of Appointment

Appointments are subject to the conditions set by the National Joint Council for Local Government Service, or other appropriate negotiating body, together with Local Conditions of Service’s adopted by Exeter City Council.

Salary

All posts within the Council are subject to a fair and transparent job evaluation process. The salary is then determined by the value of the post. The grade often allows for a number of annual increments. In addition to annual increments (as appropriate) ‘cost of living’ pay awards are awarded and are determined by negotiations at national level. Appointment is normally made on the first point on the appropriate scale. Subject to having been in the post for 6 months, one salary increment is paid and subsequently awarded on an annual basis, until the maximum of the grade is reached.

Hours of Work and Flexitime

Full time employment is based on a 37 hour week (unless stated otherwise). Normal office arrangements are Monday to Friday. Other services run over more flexible arrangements – these are subject to detail in the advertisements and further details. A Flexible hours scheme is operated and unless you are specifically excluded from the Scheme by your contract of employment, the Scheme will apply to your appointment for which full details will be provided by Human Resources.

Flexible Working Arrangements

We will consider fully and positively any applicant indicating an interest in a post on a job sharing basis/part time basis. Such requests will be considered against the operational requirements of the job and where feasible, met. Our current working patterns include full time, part time, job sharing and home working.

The annual leave year begins on the first day in the month of the employee’s birthday and the entitlement is as follows:

Employees appointed during the leave year receive a proportionate entitlement. There are also 10 statutory and general national holidays. Of this leave, 2 extra statutory days and an additional day’s leave are normally to be taken during the Christmas period.

Pensions

All employees have the choice of joining one of the following pension schemes:

  • Local Government Pension Scheme (LGPS)
  • State Second Pension Scheme (S2P)
  • Appropriate Personal Pension Scheme (APPS)

 

Employees will be deemed to have joined the LGPS unless they elect to do otherwise.

Subsistence Allowances

Subsistence allowances will be paid in accordance with the Local Conditions of Service. Details of the current allowances are available upon request from the Human Resources Unit or the Employment Handbook.

Relocation Allowance Scheme

Exeter City Council is committed to attracting and retaining the highest quality employees. A relocation allowance scheme is available for all new employees requiring to relocate to take up their employment with the Council. Further details are available from Human Resources Unit on request.

Mortgage Subsidy Scheme

This scheme is available when an employee is appointed to a vacant post that has been nationally advertised and who sells a property in an area where cheaper housing is available and moves to a more expensive area and can, by comparision of the price obtained for his/her property and the valuation of a similar property in Exeter, demonstrate that he/she is incurring additional mortgage commitments.

Trade Union Membership

The Council encourages employees to join one of the Trade Unions recognised by the Authority (UNISON, UNITE, UCATT).

Appraisal Scheme

The Council operates an annual appraisal scheme for all employees. The scheme fully supports training and development; career and success planning.

Green Travel Plan

A Green Travel Plan is currently in operation, giving employees the opportunity to apply for discounted bus and rail travel.

Smoking and Health

In line with legisation smoking is not permitted in any of the Council offices, vehicles and premises.

As part of our ‘Be Active for Life Campaign’ we are able to offer many leisure activities at discounted rates which include, Yoga, Pilates, Tai Chi and much more.
